HOT SPRINGS — Another pressing issue for the County’s future that was discussed at the Oct. 16 commission meeting was whether to build a new jail. That topic got a new permutation when District 30 Rep. Tim Goodwin came to the meeting to detail the Legislature’s approval of “the biggest expenditure in South Dakota history”: $650 million for a new State penitentiary.
