HOT SPRINGS — Three Pennington County officials came to the May 1 Fall River County Commission meeting to explain their proposed multistory jail expansion in downtown Rapid City near their current jail and to invite Fall River’s participation, as an alternative to building a new county jail in Hot Springs.
