    HOT SPRINGS – When tea enthusiast Judy Sweet was asked by 2nd Chances owner Carl Halls if she wanted to use his recently-relocated store on North River Street to host an afternoon tea amidst his vintage furniture and decor, she jumped at the chance to create a new fundraiser for her pet project, Hot Springs School’s Backpack Program.
